Conrad Burns
United States Senator, Honorary Chairman

Conrad BurnsConrad Burns became Montana's 19th United States Senator on January 2, 1989. He also became the first Republican in the history of Montana to be elected to a second term in November 1994. Since his election, Sen. Burns has five key committee assignments: Appropriations; Commerce, Science and Transportation; Energy and Natural Resources; Small Business; and Aging. Sen. Burns is a key member on communications issues on the Senate Commerce Committee and in the past served as Chairman of the Communications Subcommittee of the Commerce Committee. Additionally, Sen. Burns is the Senate co-chairman of the Congressional Internet Caucus.National Advisory Board

 
  

Bill Anaya
Motorola

Bill AnayaBill Anaya is Vice President, Congressional Operations for Motorola, a world leader in technology solutions. Mr. Anaya is principally responsible for Capitol Hill strategy and policy development as well as advocating before Executive agencies on communications, technology, and international competitiveness issues. These issues include spectrum management, homeland security communications, advanced commercial wireless services, broadband deployment, the digital television transition, and an array of trade matters.

While with Motorola, Mr. Anaya has served as a member of the United States Delegation to the United Nations' International Telecommunications Union in Geneva to negotiate global Internet telephony resolutions. Prior to joining Motorola, he was an advisor to Congressman John Dingell, the Ranking Member of the U. S. House of Representatives Committee on Energy and Commerce.

Mr. Anaya graduated in 1997 from the University of Notre Dame Law School and earned a BA from the University of Michigan in 1993. He is a member of the State of Michigan and the District of Columbia Bars. He, his wife, Erica, their son, William Leo, and daughter, Laura Maria, reside in Alexandria, Virginia.National Advisory Board

 
  

Brian D. Dailey
Lockheed Martin Corporation

Brian DaileyBrian Dailey is senior vice president, Lockheed Martin Washington Operations. He directs the Corporation’s liaison with Congress, the Pentagon, the executive branch, federal government offices and agencies in the Washington, D.C. area, and state and local governments. He also chairs the Corporation’s Employee Political Action Committee. Dr. Dailey has previously served as chief operating officer of Lockheed Martin Global Telecommunications; vice president, business development for Lockheed Martin Space & Strategic Missiles Sector; and director of commercial programs for Lockheed Martin Missiles and Space Company, Sunnyvale, California.

Dr. Dailey came to Lockheed Martin from the White House, where he was executive secretary of the National Space Council. In that capacity, he was responsible for formulating and coordinating U.S. civil, commercial, and national security space policy. Prior to his appointment to this position by President George Bush, he served as senior professional staff member at the Senate Armed Services Committee.

Dr. Dailey is a graduate of the University of Southern California, where he earned a Ph.D. in International Relations.National Advisory Board

 
  

Frank W. Dillow
Verizon

Frank DillowFrank Dillow is Vice President for Goverment Relations for Verizon. He represents telecommunications interests, both wireline and wireless, before Congress. Prior to it's merger with Verizon, Mr Dillow served as assistant Vice President - Congressional Affairs for GTE Corporation. Previously he served as Director - Government Affairs for GTE Northwest, where he represented GTE before the state legislatures and Congressional delegations for the Northwest states of Washington, Oregon, Idaho, Montana and Alaska. Prior to joining GTE, Mr. Dillow served as an Assistant Commissioner with the Oregon Public Utility Commissioner's Office and as a newspaper reporter with the Portland Oregonian.National Advisory Board

 
  

Larry Duncan
Lockheed Martin Corporation

Larry Duncan is Vice President, Congressional Relations, Trade and Regulatory Affairs, Lockheed Martin Washington Operations. He is responsible for the development and implementation of strategies to address international trade, homeland security liability, licensing, spectrum, regulatory issues, satellite and communications policy, export controls, space transportation and other business matters before Congress and the Administration key to the achievement of corporate-wide objectives. During his tenure, Mr. Duncan has secured provisions in the Homeland Security Act to limit the potential liability exposure of sellers of anti-terrorism technology.

Before joining the company in April 2002, Mr. Duncan practiced law in Washington, DC for several years and provided legislative and regulatory counsel to many Fortune 500 companies and business organizations. Prior to the practice of law, he worked as a member of the Senate floor staff under the Secretary of the U.S. Senate. Mr. Duncan received his Bachelor of Arts degree from Harvard University and his Juris Doctor from the University of Virginia Law School. National Advisory Board

 
 

Klein Gilhousen

Klein GilhousenKlein Gilhousen is a co-founder and Senior Vice President for Technology of QUALCOMM, Inc., where he oversees Systems Engineering for all of QUALCOMM's programs. He has invented a novel approach to increase the capacity of spread-spectrurn code division multiple access (CDMA) techniques for application to both cellular telephone and mobile satellite communications. Mr. Gilhousen is a Fellow of the Institute of Electrical and Electronics Engineers (IEEE), and a member of the Society for Motion Picture and Television Engineers (SMPTE).National Advisory Board

 
 

Mike Kennedy
Motorola

Mike KennedyMike Kennedy is Senior Vice President & Director, Global Government Relations at Motorola. He has been engaged in international policy and regulatory issues in the high-tech space since the beginning of the deployment of the cellular phone. Presently, Mr. Kennedy directs the Corporation’s work with the US Congress, the White House, and Federal agencies in DC, and state and local governments domestically as well as all levels of government around the world. He previously established the company’s first government relations post outside the United States in Brussels. Before joining Motorola, he served as a senior staff member at the Federal Communications Commission (FCC).

Mr. Kennedy serves on the Telecom Board of the United Nations’ International Telecommunications Union. He is Chairman of the Board Emeritus of the Telecommunications Industry Association and Vice Chairman of the Board of the Electronic Industries Alliance. Kennedy is on the Board of Advisors of the European Institute, and he co-chairs its Roundtable on Telecommunications and Electronic Commerce. He also serves on the Board of the Business Council of International Understanding, which fosters dialogue between the private sector and US and foreign government officials.

Mr. Kennedy earned his BSEE from the University of Maryland and has done advanced engineering graduate work at the George Washington University.National Advisory Board

 
  

Rick Hays
Qwest

Rick HaysRick Hays has been the Montana president for Qwest Communications since August 1996 and is responsible for operational oversight and integrating marketing, operations, regulatory and legislative strategies in Montana. He has worked in the telecommunications industry for nearly 30 years. Prior to his present assignment, he had a variety of other positions in Idaho, Arizona and Colorado. Mr. Hays is involved in several Boards of Directors in Montana, including the Burns Technology Center (where he serves as Vice-Chairman), the Tech Ranch in Bozeman, the Executive Committee of the Board of the Montana Taxpayers Association and the Executive Board of the University of Montana-Helena College of Technology. He is the author of "The United States Customs Service's Approach to the Gray Market: Does It Infringe on the Purposes of Trademark Protection?," 8 J. Comp. Bus. & Cap. Market L. 1010 (1985). Mr. Krumholtz is admitted to practice in the District of Columbia and Maryland. He is a member of the bar of the United State of Appeals for the Federal Circuit and the American and District of Columbia Bar Associations. He participates in the following professional organizations: Business Software Alliance, the Information Technology Association of America, the Interactive Services Association and the Internet Alliance. Nelson is the former Executive Director of the National Review Institute, a non-profit 501(c)(3), whose work parallels the editorial mission of the National Review magazine by developing new ideas on educational, environmental, cultural, and economic topics. From November 1993 through September 1997, Ms. Nelson served as Executive Director of GOPAC, the Education and Training Center for the 21st Century. She managed the delivery of national campaign themes through in-state seminars, teletraining programs, an audiocassette lecture series, video-course productions, and a direct mail program. Randale Sechrest is a practicing orthopedic surgeon and is also the CEO of Medical Multimedia Group, LLC (MMG) located in Missoula, MT. The company specializes in developing healthcare applications for hospitals and physician groups practices an the burgeoning marketplace of the world wide web. In addition to his surgical practice, Dr. Sechrest has been active in the area of telecommunications and computers for the past 10 years. He has served as a project consultant to the Virtual Medical Center project at MSU and has been active in promoting improvements in all aspects of the telecommunications infrastructure of Montana. He is a founding member of the Kootenet Project in Lincoln County, which created a public/private cooperative for providing low-cost Internet connectivity to the citizens of Lincoln County and the establishment of a "virtual community" for promotion of economic development in the county.National Advisory Board

 
 

Charlie Shipp

Charlie ShippCharlie Shipp is President of Charles Shipp & Associates. Amoung his clients is AT&T. He is responsible for leading AT&T´s federal advocacy and legislative initiatives before Congress, which includes all of Montana´s federal congressional delegation. He joined AT&T with Southwestern Bell in 1972. From 1989 to 1991, he served as a White House Loaned Executive. Cindy Taylor

Cindy TaylorCindy Taylor is the first woman to sell computers for IBM in the South. While at IBM she served as national division head for the company's health care business sector, started the IBM reseller channel and managed the channel in the Southwest, and taught in IBM sales training. She joined Ingres Corporation and ran the OEM sales effort. Ms. Taylor was the Vice President of Sales and Marketing for 2 Silicon Valley startups, and then retired as the General Manager of the New Media division at Oracle Corporation, a $10 billion software company specializing in Networked Computing. In 1998 she launched The Improved Performance Group, a consultancy specializing in improving a company's revenue or margins by directly improving the performance of the sales force. Ms. Taylor joined RightNow Technologies in 1998 as an Advisory Board member and was later recruited as Vice President of Alliances. RightNow Technologies is a leading provider of Web-based customer service solutions for the Internet and Intranet environments.National Advisory Board
